Certificates for masters, officers or ratings shall be issued to those candidates who, to the satisfaction of the Administration, meet the requirements for service, age, medical fitness, training, qualifications and examinations in accordance with the provisions of the STCW Code annexed to the Convention on Standards of Training, Certification and Watch-keeping for Seafarers, 1978. Formats of certificates are given in section A-1/2 of the STCW Code. Certificates must be kept available in their original form on board the ships on which the holder is serving.

对满足《1978年国际海员培训、发证和值班标准公约》所附STCW规则规定的工作、年龄、健康、培训、资格和考试要求并使主管机关满意的申请者，应签发船长、高级船员或普通船员证书。证书的格式见STCW规则第A-I/2节。证书的正本必须保存在持证者工作的船上。
